'Consol-ation', 1888. Mr George Goschen is the Conservative Chancellor of the Exchequer, appointed by Salisbury after the resignation of Lord Randolph Churchill. Here, Goschen plays the role of shepherd taking advantage of an innocent shepherdess, who represents the British public. Goschen, the guardian of the people's purse, had recently performed some juggling with interest rates which, according to Punch, was only going to leave people paying even more for their borrowings.
