'Clearing the Course!', July 7, 1888. William Henry Smith, First Lord of the Treasury, and his Conservative colleague, Charles Ritchie, attempt to steer the Ship of Government across crowded waters. The little boats represent all the pending government business of the time, but, one by one, they are being sunk under the weight of the government vessel.
