'The Rod Still in Pickle', 1883. The Liberal Prime Minister, Gladstone, in the guise of a schoolmaster, reviews the progress of his pupils at the end of term. At the front are Joseph Chamberlain holding his Bankruptcy Act and Mr Walter James with his Corrupt Practices Act. At the back is Sir William Harcourt, the Liberal Home Secretary, holding his slate on which he had started to write out the London Municipality Bill which had had to be abandoned due to lack of time.
