(Original Caption) Steel workers, under protection of National Guardsmen, accompanied by police and city police are shown returning to work at the Upson Plant of the Republic Steel Corp. Though exact figures are not yet available, it is believed that 700 men of a normal 1700 returned to this plant. The National Guard was ordered out by Governor Davey to prevent possible clash between returning workers and men still on strike. Other Republic units here also reopened.
