'Packing up for the Holidays', 1860. Palmerston is packing away all the bills left over from the recently finished session. The Reform Bill had been left on the back-burner along with other proposed bills. In a dig at what Punch perceived to be Lord John Russell's obsession with his Reform Bill, Russell (usually depicted as a boy), asks Palmerston to pack his hobby horse, which has been named Reform.
