Franklin Roosevelt asks a joint session of Congress for a declaration of war on the Empire of Japan, the day after the Japanese attacked the U.S. Navy base at Pearl Harbor the previous day, December 7th, "a day that will live in infamy", as the President said in his speech. Behind him are Vice President Henry Wallace and Speaker of the House Sam Rayburn (right). Beside him is his son James, a military officer.
