Deserted !, 1875. Mr Disraeli, the Conservative Prime Minister, stands on the right with his Lord Chancellor, Hugh McCalmont Cairns, 1st Earl Cairns. The burly policeman points to the Baby Judicature Bill lying on the doorstep of the House of Lords. Disraeli and Cairns refuse to have anything to do with the Baby Bill, claiming it was left from the previous Liberal administration.
