New York City: Miss Brenda Frazier, regarded as New York debutante No. 1 for 1938, rehearsed for the Velvet Ball, to be given Oct. 28 at the Waldorf-Astoria Hotel by 55 of the season's leading debutantes. Miss Frazier wore the dusty pink velvet hoopskirt gown which she plans to wear at the ball. This type of dress was expected to conform with the theme of the Hookskirt Waltz to be featured at the dance. Miss Frazier is chairman of the debutante committee.
