(Original Caption) 1/23/1969-New Orleans, Louisiana- A small boy kicks a can onto the heap of garbage along Orleans St., near the city auditorium 1/23, on the fourth day of a strike by Sanitation Department workers. The workers went on strike after the City Council voted down a garbage tax that would have provided funds for a pay increase.
