Jimmy Carter (left) goes over some photos with undersea explorer Captain Jacques-Yves Cousteau at a meeting held at the U.N., of an independent conference on "Nuclear Energy and World Order." Billed as a non-political speech, Governor Carter proposed the holding of a world energy conference under the United Nations and creation of an international agency to explore non-nuclear sources of energy.
