BAGHDAD, IRAQ - MAY 23: Balasim Fadil Ahmed, a construction worker at the Sharkdijla Water Treatment Facility inspects a new water tank May 23, 2004 on the outskirts of Baghdad, Iraq. The Sharkdijla facility is being built with the aid of U.S. funding and will supply over 40 percent of Baghdad's water, channeling clean water to most of the poorer areas across the city. Four Iraqi companies sub-contract on the building and maintenance of this facility. (Photo by Brent Stirton/Getty Images)
